If a gymnast needs to miss STATES due to injury can she still compete in regionals and worlds? she already has qualifying scores at othe IGC meets.

I’m assuming you mean nationals, not worlds.
In levels 9 & 10 you can petition to regionals by filling out a form, not sure about other levels.
Nationals is by regionals results only. Hope this helps!
