I've heard rumours that a squat on, jump off dismount is acceptable now. I can't find it in any xcel updates, does anyone know where it is so I can show it to my coaches?

This is correct. It was added to both Bronze and Silver in the August 2015 updates- https://usagym.org/PDFs/Women/xcel/cop_errata_091415.pdf

It's on the first page, 3rd down after "Posted August 2015" header.
