We don't divide evenly for states. It goes by numerical age. i.e. 8 year old, 9 year old. In some levels if there's 100 8 year olds they might do 8 and 8.5 for instance, but it's still not divided overall. In 8, it's based on regionals. 9 and 10 they just need 34 so it's numerical age.

The more common way to divide age groups nowadays is to take all birthdates and split them into however many equal sections.
