Am I understanding correctly that a gymnast who has competed USAG Level 3 Compulsories last season must enter into the Xcel program in Gold or can they do Silver?

What is the difference in competing compulsories through AAU vs USAG? I've noticed more & more gyms competing AAU when we go to meets.
