Under the USAG system gymnasts need to be at least 7 years old to compete Levels 5-7. However there are many kids competing those levels that have skills way beyond the level they compete. It seems very normal for a L5 to already have her BWO on high beam or a flyaway on bars etc.

Gymmies do "skip " levels sometimes. But this usually involves attaining a move up score at a sanctioned USAG meet. They do have to compete each of the two compulsory levels 5 & 6.

Every gym has different policies on move ups and skipping levels.
