WAG Can you move down a level in Xcel?

Hello,
New here but have read the forums when looking for advice. My child was moved to Xcel Gold while not having all of the needed skills. She competed Silver for the last two seasons( a couple meets before covid hit and then only a few virtual meets last season) and her gym said they only let you compete Silver for two seasons and then you have to move up. She competed in her first meet as a Gold and had to be scratched on two events due to not having the skills for them. We plan to switch gyms once their season is over for other issues we’re having with her younger sister at this gym but I don’t see another gym taking her as a Gold without needed skills. I couldn’t find any information on whether you can go down to another level when you’ve already competed Gold.
 
Yes, you can move down a level. Here is the info:
D. Dropping Back through the Divisions
1. The State Administrative Committee must determine, prior to the beginning of the competitive year, a designated "declaration" date for each division. The highest division in which the athlete competes in a sanctioned competition after the “declaration” date designates her division for the remainder of the current season.
2. If the athlete competed at an Xcel State Championships (or higher) and wishes to drop back through the divisions, her coach must submit a “reason for change” letter. a. For Bronze, Silver, and Gold Divisions, the “reason for change” letter is sent to the State Administrative Committee Chairman to be considered by the State Administrative Committee. b. For Platinum and Diamond Divisions, the “reason for change” letter is sent to the Regional Technical Committee Chairman to be considered by the Regional Administrative Committee.
