Our gym hires a choreographer for floor but the HC does the beam routines until they get to L9 and up then that is hired too.
 
The coaches. Though my daughter's coach is getting a little help from the gyms resident dance/acro/aerial arts instructor on the dance elements of floor. I think she is probably helping for free, though.
 
We hire someone. Usually it is one of our gym moms/part time coach. She does a great job.
 
One of our coaches does this. Taught the tradition by our very experienced HC, who approves them and/or contributes.

They also choreograph for other gyms (not in our immediate area).

We pay for the choreography, obviously, and now that DD is being given hers, I have noticed that it's an on going collaboration between choreographer & gymnast. Testing ideas, adjusting, trying something else...

It's a unique, personal experience, and a thing of beauty to behold once it's done. Not to mention a rite of passage for the gymnast.
 
Parents have a choice--one of the HCs does some of them (she did two of my daughter's routines) and there is a former team coach that does some of them too (she did my daughter's current routine). I think you could probably bring in anyone you want too, but the HC always have veto power on it!
 
The girls at our club have a choice. They can either get the head competitive coach to choreograph their floor routine or there are two other coaches from different clubs that they can get to choreograph too.
For beam routines they are generally made by the coach and taught during class time often with empty spaces where the girl can choose her own pose.
 
Our Gym hires a Choreographer.. You have to use her for Floor but have the option of having her do the beam OR the HC will do the beam routine.
 
Oh beam--I have no idea how they choreograph beam. I think it's just HC doing it--there's never been a time when we've been told to pay $$ and have DD there to get her beam routine choreographed (unlike the floor). I have noticed that they incorporate moves from floor routines into the beam routine (so there's a similar "look" for each gymnast)
 
One of the rec coaches does our floor routines because she used to be a dancer and we pay 70$ and get we routines every 2 years and we make up our own beam routines
 
Our coaches do it. Note that there are no compulsory routines at any level where we live, so all are custom.

DDs coach is the HC at our gym, and is known for putting together fabulous routines. She was SOOOOO excited to get a new routine by this coach. For the other groups, the coaches do it as well and they too have very nice routines. They do both floor and beam, and we do not pay extra for it, nor for the extra few private sessions to learn the floor (usually 3-1hr sessions). I totally agree with @upstateNYgymnastics that it is unique and exciting experience as they work together to find something that suits both the music and the gymnast.

And great choreography can make or break a routine, IMHO.
 
Somes coaches do some. We also have an higher level gymnast (level 10) doing some. We have two artistry specialists , but as they are charging more, they tend to do the higher levels. Each choreographer charge their own amount, usually between 90-100$/routine (except for the specialists) and they will spend about 2 hours teaching the routine.

I'll probably have to do 2 routines this year... I'm really not an artistry person so it should be « interesting o_O »
 
I would freak out if the floor was $600.00! We just paid $300.00 for floor choreography and $25.00 for beam choreography. A different person choreographed each.
 
You know.. I actually have no idea about the Optionals. I was just stating about Xcel. :) they may hire people for Optionals.
 
$600?!?! My mom would make me pay for half of it! yikes!
We have a gym choreographer that does all of our floor routines, she does some beam ones, but were allowed to do our own beam routines (I do), but it has to be approved.
