At our state competition, they had several levels combined for one session. While watching, I noticed that one of the level 7 competitors had actually competed as an 8 all season, and then competed as a level 7 for states. He took several first place medals. Is this common in the upper levels (to move down a level for states and regionals)?

So, no, this is not common. But it could have been that he was an 11 yo, and that they did not want to do or could not do tech sequences. 11 yo L8s HAVE to do tech sequences, and some gyms did not realize this until around the state meets. So I would guess many did that this year, just because of this new rule.

I think it's largely a one off this year with the occasional 11 year old who was being pointed toward the required techs but wasn't quite ready and decided to back down to L7. If things remain the same, it will be interesting to see if there is more back and forth between 7 and 8 among the 11 year old crew.

11 year olds only have to do tech if they are junior elites which if he was no coach would ever move a je boy level 8 back to level 7 ever sound strange!

Actually, this year, 11 yos L8s have to do techs at states to be L8. It just started this year. I think they also have to do them at regionals, as the rules state that 11 yo L8s have to be attempting to qualify for nationals as JE.

So i'm not a boys gymnastics specialist, but what would be comparable to a tech sequence? Womens elite compulsory qualifier or something? Is it harder or easier compared to that?

Yes, those would probably be comparable. Really hard to say if either is harder or easier.
