I am doing handstands against a wall. I heard that with head facing away from wall, I can scoot my hands away from the wall to get a good stretch and build strength.

Question is how far can I scoot the hands away from the wall, while it being a safe exercise? 1 feet , 2 feet, or even more? Is it safe to try a backbend eventually?

Say I am regular sized female at 5ft 5in, .

question addendum: my goal is eventually land my feet from the wall to the floor with a backbend position, curious if that is safe or not

I am still researching this
As long as you do not have pre-existing back issues and you don't hold the backbend for too long, it should be safe.
We always suggest that our gymnasts do "rock and rolls" after backbend activities to counter the backbend.
This video demonstrates rock and roll (starts around 1:08).
