How exactly does one qualify for the T&T nationals?

So how exactly does one qualify to the T&T Nationals that are being held next week? Is there a petition process for injuries? What if you had a very good showing in other large meets such as the US Elite Challenge? Does that make any difference?

You must achieve a qualifying score at your state or regional championship meet (scores are listed here: https://usagym.org/PDFs/T&T/Junior Olympics/2014_JO_Mobility.pdf)

Petitions – Only athletes who were Level 10 or Elite last year and finished in the top three or in the top fifty percent at the 2013 USA Gymnastics Championships are eligible to petition.
