So can you do states in multiple times for the same level?. As in this year and next year.

Not sure I'm understanding your question correctly. If you repeat a level you can go to states the second year running.

Yes… I have seen state champs return to the same level the next season.

Like at our gym. We had a state champion silver who really struggled with tumbling and we weren't going to move her to gold without a roundoff Backhandspring. So, two years at silver it was. Now she's a much happier, more confident gold!
