Is a round off whip 1/2 into a front pike the same value as a round off backhandspring back layout half into a front pike?

Yes. Well, obviously the back handspring pass includes an additional "A" value part. Only the two directly connected saltos matter for evaluating the connection bonus. Back salto 1/2 + front pike = B+B which is 1 tenth.
