Elite is completely separate from JO or Xcel. All you need is the skills required in the compulsory routine and difficult and clean skills for the optional routine. You could have never done JO or Xcel and still go elite. However, it is very difficult in JO, and much harder in Xcel since Xcel usually train lower hours than JO and are less focused on form and basics.
 
Not really. There is a huge gap between the highest Xcel skill level (Diamond) and Elite. Xcel Diamond skills are only equivalent to JO level 6 or 7, and you need skills equivalent to above JO level 10. You could do Xcel through Diamond, though, and then go into JO through level 10.
