So if a level 3 were to become distracted and do two back handsprings at the end of their floor routine instead of one, would they lose full value of the backhand spring? Asking for a friend

They should just be charged for an extra major skill (or a major text error if the judge is feeling generous). I THINK (but cant remember for sure) that an extra skill would be -0.6 ... I am sure a judge will correct me if I am wrong,
