Is Novice gymnastics classed as competitive?

Previously, I have posted regarding my daughter and a possible change of gym and she has decided she definitely wants to. There have been issues in the past at her current gym regarding people who breached the region's Ethical Code of Practice and so I am trying to find out more.

I have found the Code itself online and notice that it relates to 'competitive' gymnasts but can't find a clear definition of what that means. My daughter has competed for her current club as a Novice within our region. If any of the coaches on here, or any of the more experienced parents, happen to know whether she would be classed as a competitive gymnast in these terms, I'd be really grateful.
 
I would count it as competitive - she entered a BG sanctioned competition, she is competitive. Non-competitive for me would be someone who only competed in-house or just did the badge scheme

I just want to make sure we do it all the correct way; it would be lovely if things could be friendly when we inevitably cross paths in the future.
