I have no problems whatsoever telling kids to behave in a safe and respectful manner if their parents do not. Period.
 
I would probably say something to the kids too. But if that doesn't work, or if you don't want a confrontation, say something to the gym staff. This has to be a major liability for them, so something like "There are these two kids who jumping on the bleachers and I'm really afraid they are going to get hurt, or hurt someone. Could you speak to the parents please?" should get their attention.

Chances are someone from your gym will see this so you won't need to say anything :D
