I seems to me like there is no difference between the two elements (except the gender), yet the Belis 2 is rated I while the Shirai 3 is rated H. Why there is such a difference in difficulty ranking, and why they have different names ? Thanks:)
 
They have different names because they are in different Codes (Men's Code and Women's Code). This would also explain why the Biles 2 is rated higher (Women aren't SUPPOSED to do tumbling skills as easily as men).

Difficulty values for most skills are lower in the men's code than the women's. Elite male gymnasts tend to do harder skills than elite female gymnasts.

Also, a Shirai 3 is laid out, while a Biles 2 is tucked. The equivalent to a Biles 2 in the men's code is a Ri Jong Song.
