I am a level 4 gymnast (skipping to level 6) and I am 12 years old, am I too old to become and elite or atleast a level 9? I have always wanted to go far but, can I?
 
You age is not the most important factor in determining whether or not you would make it to elite. Do you have the natural strength. Flexibility and body type for a top level gymnasts, do you have a determined personality where you give 100% of your self to every training session, the type of kid who does 25 chin ups if the coach asks for 20. Does your gym offer elite gymnastics and if so is there a pathway for kids of your age and level to head in that directions? Doe the coaches at your gym have the ability to produce top level gymnast? Are you prepared to make gymnastics the top priority in your life and train an inordinate number of hours? Are you parent prepared to allow you to go in that expensive direction?

Kids have gone from level 4 to elite in a few years in the past because they have the right attributes

Your age, however, is a factor in you being here. You stated you were over 14 to join here, now you state that you are 12. I will be banning you.
 
I competed old level 4 at 11, skipped to old level 6, and competed that at 12, and then got to level 9 by sophomore year of high school. If I hadn't gotten injured I might have gotten to level 10. You can definitely get to level 9 if you put in the effort.
