Anon USAG level mobility

We have several girls on our team that skipped optional levels this past year and never did a score out meet. They have a couple meets at their new level already. My question is, does anyone actually ever check this? These are all higher level optionals(8s, 9s and 10s). If someone qualifies to state/regionals or beyond is this going to get caught? Or is it an honor system thing. And if so, why have the requirements at all.

They are supposed to be checked at the State level. Please remember that most of the people on the USAG boards are just volunteers.
