For Xcel - - If a child cannot do a squat-on, are they able to just "climb up" and jump to high bar? I shudder even asking this question, but my curiosity makes me. Obviously it is not a skill, but is it a deduction?
 
I do not think it would be allowed. As a judge I would probably take .5.
Just keep working the squat on.
 
In Region 5 Xcel Gold, it is technically allowed, but it is considered a non-standard move, they can take form deductions, and it doesn't count as one of their required 6 skills.
We actually have a gymnast that does that. She was a Level 4 last year and she could not move up to Level 5, so she is doing Xcel Gold (she is almost 16). She is over 5'8" and is no where close to a squat-on. She has only competed in 2 meets so far this year, but she has an 8.2 on bars with her climb. Her routine is glide, pullover, front hip circle, cast, back hip circle, climb, jump to high bar, Level 5 dismount.
