Our silvers have always done 8 hours - gold 12 - platinum 13ish. I would be more concerned about a third year of silver, especially after training 12/hrs per week. is your gym uptraining? Working with your daughter on what she needs for the next level?
I have often seen the opposite - vacations/break of a couple weeks or so often work to heal trouble issues and reduce inury. My gym didn't see any increase in injuries with athletes after a month or so off for COVID closure. My gymnast often comes back stronger after a break. We usually take 2-3...
How old is your daughter, and what level does your gym start competing at? Gyms make decisions for many reasons, the only thing that suprises me here is how the gym told you, that seems a bit odd, as there is a lot more than just "skills" that can lead to moving up - form, maturity, etc.

My husband is a stay at home dad, and he assists with transportation for several teammates during the summer training schedule.. sometimes a teammate is dropped off on her parent's way to work, or we pick up from their house as needed, etc. Always seems to be an extra kid or two when I get home...
While it might not be a legal requirement, its just good business to pay an hourly employee for their time, completing a required cert. I don't think the savings is worth having disgruntled employees! Coaches get payed little as it is, for all they do.
Old thread brought back to life! (think its important to remember levels adjusted some sine the OP posted in 2015). Our gym is very "open" with age and we have a pretty big range:
Level 2 - 5 to 10
Silver/3 - 6 to 11
Gold/4 - 6 to 12
Platinum/6/7 - 8 to 15
Diamond/8/9 10 to 15
10 - 16 and up
My daughter started 3 hr proctices at 5, and she adjusted fine. She, however, is homeschooled so is able to have a break between school and gym. The kids I saw have trouble were mainly the young kids still getting used to a full day of school then having to go from school directly to gym...
My daughter had big challenges her whole gold year with her cartwheel...only landed it in three comps out of 7. But over that next summer it clicked, and now she can do it easily. The next year it was her Roundoff....in her Platinum season, she nailed her cartwheel (part of her dismount series)...
