Can a non profit booster club hold a 50/50 raffle where the winner gets 50% of proceeds?

I'm getting conflicting information.

Your State's gambling commission should have specifics on what can be done and the procedure for obtaining proper license to run a 50/50.

Ours says that we can have the raffle but the prize can't be cash. So a 50/50 appears to be out.
