It's hard when they are capable at a young age, but not able to compete. Developmentally I have a feeling usag knows what it is doing though. It prevents pushing girls too hard too young. Our gym had a spring show a few weeks back and one girl who is 4 years old was able to do the level 4 routines with no help at all. I think she actually has all the level 5 routines herself as well. Keep in mind she only practices 4 hours per week - she is just a natural. Next year she will be able to compete level 3 - which seems really unfair to all the other level 3's in the state - but what can you do. Probably once she is 7 years old she will jump through right to level 7. It is amazing to watch her though. I give her Mom credit though - she won't let her train too much because she doesn't think it is good at such a young age.
