Women Hanging leg raises - stall bars vs free!

I can do about 15 good form hanging leg raises from a high bar. Absolutely no swinging, straight legs, all the way up. But on stall bars, I can only manage about 4 to 5! Why is that? And how can I train these without stall bars? I have got a pull up bar at home, but that's it.

I am really curious!
 
My girls are the same, more on the high bar than the stall bars. The high bar has bounce to it, and it only takes a little bit to make a big difference. Also, stall bars keep your shoulders pressed open to help isolate just the abs. Having said that, it's good to do them both places as they both work slightly different things. 15 is great, keep at it! :)
