Does anyone know what the SV is for UB/BB/FX in HS gymnastics in Ohio?

I found the links for Composition Requirements and Deductions, and a bonus chart for skill bonus. The requirements are around level 8/9, and I can't find the SV if you have SR requirements and no composition deductions. Does the routine start at 10.0 if all SR are used and there are no composition deductions like level 8? Or is it like level 9 where it starts at 9.7 without connection/skill bonuses?

iirc, a routine will start at 9.7 if they have all 4 special requirements (worth 0.2 each) and have 4A and 4B skills. The bonus can get you to a 10.0 SV.
The reason is that they really want L10s to be able to compete for their schools and not have to water down their routines too much since these gymnasts may want to go back to their clubs after the season (and hopefully go on past State to Regionals and Nationals.
