T&T Planning a comp - reasonable?

Just a quick query - I'm responsible for putting together the routines and rules for Varsity at my university which is happening next month, and I said that anyone competing intermediate or above (which includes at least one somersault) must wear a leo with optional shorts (not baggy, the tight ones that match) or leggings. Below that there are not somersaults and only basic body landings and twists so I said that tshirt and shorts/leggings was ok.

A friend of mine has just said she doesnt think its reasonable to require leos at intermediate level because its only an inter university competition, but my view is that it's really for safety - loose clothing can obscure your vision, stop the judges seeing form and get caught in stuff. Am I being unreasonable to expect the other team to wear leos???
 
I think you are being completely reasonable. If they are doing flips, they should be wearing a leotard (or one of those tight tank tops that looks like it could be the top of a 2 piece leotard)

Maybe something like this, but possibly with thicker straps.
