I'd like to make a couple of observations here. As to the drop from L5 to L6, don't forget how many 5's test out of 6 and and go to L7 or prep-op instead. This would be a contributing factor the huge difference in numbers. As to the scholarships, don't forget that a scholarship would usually be for 4 years, so of that 750, on average, only approximately 200 would be available in any given year.
 
But since the L6's have to score out of a meet... I would assume it would have to be a sanctioned meet? And therefore they'd at least be "on the roll" as a L6?
