I am doing a straddle lever and my legs cant go very high, I want them above my hip hight but i dont know how to raise them, how could i also hold the lever for a long time?

practice the straddle lifts and the seated straddle holds in your warmup or after. Perhaps 3 sets of 5-10 lifts with a 5-10s hold at the beginning or end or both.

Practice 5-10 straddle-L/straddle levers as part of your conditioning or warmup.
 
to be able to keep your feet above your hips you ave to have strong hipflexors so work on doing seated leg lifts this is where you sit in stradddle hands on the floor and lift your feet up off the floor and hold.
