I call it a "toe hecht," but most of the kids at my current gym call it a "toe shoot" or "toe shoot to high bar."

It can be done by pulling both toes onto the bar at the same time or one after the other as you describe.
 
In J.O is it a B or C skill? My dd has been training this out of a clear hip HS and was trying to figure out if it is a connection bonus or not.

It's a C. Connected with the free hip is .1 bonus, if she connected it with a free hip half pirouette or cast to hand half pirouette it's .2 because both have either turn or flight.
