Parents XCEL Sapphire

Just a question, is XCEL Sapphire going nationwide next year or will it still be limited to certain regions? We are region 2 and my daughter is just missing a few skills to make sapphire. Summer upgrades are planned, but routine construction will be based upon either Diamond or Sapphire (if its available).
