Women Bars Rules (re: clearhips, stalders, and toe-ons)

I'm looking at the women's USAG JO optionals rules, and I could use some clarification.

On page 58, 5a-5d give details about how circling elements are credited and deducted depending on the angle at which they finish.

Then 5e says any element that doesn't finish within 20 degrees of vertical on the upswing gets no recognition.

So which is it? Doesn't 5e basically nullify 5a-5d? Or do 5a-5d override 5e? If so, why is 5e included at all?
 
Here is the way I read it - 5e applies to the UPSWING of the skill(before hitting vertical) while 5a-5d apply to AFTER hitting or passing vertical.

So 5e would apply to giants that don't get all the way around (have to get within 20 degrees of completion at vertical to get credit) or say clear hips and stalders that open up early and fall back(would have to get within 20 of completion at vetical to get credit).
