I hate this happened to your daughter and I feel it was inexcusable to say anything in front of her. That being said, we have 2 new coaches who really believe in repeating levels especially level 4. Honestly, the ones I've seen they suggest they repeat are the kids with loads of potential for a great future in the sport. Also, because of this, the cut off AA scores are 37+ consistently. I think, because of his comments, I might ask what AA will move them up? And when you say she struggled on bars, were her scores very low? It really might boost her confidence to compete it again and then if she's allowed to up train, maybe she can score out on 5? I agree meeting with the HC might help clarify things for you and I think my questions would definitely include how in the world did he come to the conclusion if he doesn't even work with her?? Good luck!!
