Women Does the Xcel Code of Points use difficult values from the FIG WAG Code of Points at all?

I have been trying to figure out where to reference the difficulty value of skills for competing in the Xcel program. I have the Xcel, DP, and FIG codes of points(cops). The FIG cop has the most complete list of skills with dv’s, and I know the Xcel cop has some exceptions that don’t align with those. I also know that at the beginning of the Xcel cop it mentions to first follow their cop, and secondly follow the DP cop. However the DP cop also does not have a complete list of skills and dv’s.
Would that mean that by default, any skills not listed or mentioned in those cops would match the FIG cop?
Specifically, I was looking at a straddle shoot to high bar (under swing on LB (with support of feet) with counter movement fwd in flight to hang on HB). It’s not mentioned in the Xcel or DP cops, but it is listed as a B dv in the FIG cop. I have been told that Xcel considers it a C dv, but I can’t find evidence of this.

Its a C.
You cannot compare FIG code of points to Development Program or Xcel.
