I'm very happy for her but I don't understand why she has to retire from Elite gymnastics. Sam Mikulak competed for US and Michigan at the same time. Why can't girls do both? Is there a rule or just not feasible?

They have a restriction on the hours they can train, so they would have to take a leave of absence from school to train elite. Girls have tried to go from NCAA to Elite, and some have actually managed it. But it is not optimal.
The "voluntary practice" can vary on its expectations depending on the program. I'm sure most of the time for most sports "voluntary" does not mean "come if you feel like it".
