Women HOPES qualification question

If a gymmie turned 11 last June, are they considered 11 for qualification purposes right now, or, because they turn 12 THIS year, they are considered 12 right now?

I believe they are considered 12.

If they were born in the 2005, they are consider 12 for all of 2017.
