My daughter (11) trains 3 hrs a week (hoping to train more as current timetable clashes with school) at 'elite rec' . She wants to train elite but I dont now how to get her moved up to elite and/or what skilly she needs to even be considered. Her best skills at the moment are probably RBH BT on floor and got 1st in her level with an 11.58 (or something in the 11s) at gr last comp
 
It would help if you shared what system/country you're in because it doesn't sound like the US development program, where levels go up to 10 and then elite is beyond that.

If by elite you do mean international elite, like FIG, she's not anywhere near being ready to train elite if her best skill is round off back tuck on floor. Elites would generally train at least 20 hours a week on the low end and a round off back tuck on beam would be more likely to be seen than on floor.

I always recommend talking to your coaches about goals and expectations if you have questions.
 
We're in the UK and the elite program at her gym is very different to country elite (not even sure how it works in the UK). She missed 45 mins of gym today due to school/traffic and only training 3hrs that's quite a percentage of her training. Skill assessments were also held at her gym today, and she is able to complete all the skills the elite girls were doing, and was not able to show her true skills as they were made to do certain skills (e.g aerial off a block onto a crash mat when she can do a standing aerial on hard floor).

And medalled at regionals at level 3, now competing around level 5 or 6
