Sounds like it is something the state of Michigan developed to expand tops type training to more kids. The age range is a bit broader, up to 13 I think and if a child qualifies to tops camp they are not eligible for the kickstart camp. Other than that seems like same type of training and testing and qualify to camp etc but on a state scale. I would think this would increase those given this type of training therefore increasing the pool of gymnasts given quality development and therefore probably the hope of an increase in quality high level gymnasts produced in their state.

This is just based on what found quickly looking at google results. I really know nothing.
