What is the start value for this routine, and what is the deduction for the cast before bail only being above horizontal and not to handstand?

Kip Cast Handstand 1/2 Pirouette
Kip Cast to above horizontal bail to handstand Kip squat on

Here are the requirements: 3 A, 4 B, 1 C
  1. Minimum of two bar changes √
  2. One flight element, minimum of “B”, excluding dismount
  3. Second, different, flight element, minimum of “C”, excl. dismount, OR one element with long axis (LA) turn(180° or more), minimum of “B”, excl. mount / dismount √
  4. Salto dismount, minimum of “B” √

It seems you are missing either another flight , minimum of a B OR an element with a LA turn of 180º.
The deduction for a cast "above horizontal" could be as much as 0.3.
 
This routine meets all requirements, the pirouette counts as the LA 180 turn.

9.7 start value
+.1 bonus for bail to handstand (D)
+.1 bonus for free hip+dismount

cast deduction would like be -.3, slightly less if it gets abobe 45 degrees, and would count towards handstand credit if it gets within 20 degrees

if you're able to connect the pirouette to the bail then you'd be at a 10.0,
