Women Level 9 Event Specialists

Due to having bony impingement in both hips and having to get double hp surgery once season is done I have stopped doing beam, and given multiple restrictions on the other three events. I was just wondering why, as a level 9, that I am not allowed to attend Westerns as a specialist even if I am able to score above a 9.00 consistently on all of my events? Thanks so much!
