WAG minimum # of hours

This is a question for coaches--what do you think the minimum # of hours would be to successfully train for and compete L5/L6 in the fall and spring (assuming the coaching is excellent)?
 
With excellent coaching and little wait time for equipment, a gymnast could do it with 9 hours. Our gym has everyone practicing 7.5 hours a week.
 
Excellent coaching with capable kid..........

12 hours minimum in a weak /locale
16 hours in a stronger area
20 hours in off the hook markets like Texas and California

It can be done with fewer hours but these are reasonable number for a kid destined for optionals,
