I don't know if different regions have different rules, but in mine the answer is yes for regionals - get minimum score during season to qualify to state meet in that event, get minimum score at the state meet to qualify to regionals in that event.

Specialists can make it to Regionals in our region. They cannot qualify to Westerns.
