Random ? regarding NCAA compliant leos

So this is only for curiosity's sake - what's the deal with the new GK/Adidas catalog pointing out that certain (most) leos are not NCAA compliant? I've never noticed that in one of their catalogs before.

Has NCAA changed a policy lately? Or are they just enforcing an existing policy more stringently now?

TIA for any insight. It's not relevant to me in any way, it's just bothering me to not know!
