Women Region 8 Xcel Rules

For the past couple of years, Region 8 Xcel rules have had rules regarding who may or may not participate at each level of Xcel based on what they have competed in USAG compulsory. I know the rule is still in effect to score a 31 at L5 to be eligible to compete Gold or Platinum, but previously Silver was "closed" to anyone who had scored a 31 at L5 and Gold was "closed" to anyone who had achieved a 31 at L6. Does anyone in Region 8 know if this rule has changed this year? The current Region 8 Xcel rules on the website does not mention it either way.

The posted guidelines say "Levels 5-6" for Gold (where Silver says "Level 2-5" and Platinum says "Levels 5 & up"). That implies (but doesn't state) that it's not closed to an L6 gymnast.
