Scoring

I noticed when watching the Commonwealth Games this week that the scoring for artistic gymnastics has changed. I know it's been different for a while, but I just don't understand it.

Could someone explain to me how the new point system works compared to the 10.0 scoring system?

If I understand correctly, the 10.0 system worked on everyone starts with 10.0 and gets deductions. Was this a correct understanding?
