I guess this is a problem unique to the US, most countries don't have so many strong girls that they would suggest experienced gymnasts retire to give others a turn.
It is my personal belief that the goal is to send the very best gymnasts to the Olympics, not try to give more people a turn. If a particular gymnast has the ability to come back and compete for 2 or 3 cycles and it still selected, them she has earned the right to go.
Not many girls have done it in the US, because the talent is so strong, it is very difficult for any gymnast to maintain that level of training for several years.
