Anon Region 6/MA Xcel Regional qualification

It seems that this year at MA states, Xcel Silver and Gold regional qualification will be done in separate "Regional Qualifier" sessions, and only gymnasts who compete in those sessions can qualify to Xcel regionals (see here).

This is the first time I'm hearing of this, although my daughter (who competes XG) apparently heard something about this from friends from other gyms. Does anyone have any more information about why MA Xcel regionals qualification is being done this way (as opposed to all the gymnasts competing to qualify), and what the criteria were for gymnasts to compete in the Regional Qualifier sessions?
 
They did it this way because they wanted all the athletes to be scored by the same panel of judges and on the same equipment. There are soooo many kids in Silver & Gold. This was the only way to make it fair. Each gym could send in their gymnasts highest AA score for the entire season & from there- they took the top scores and those athletes are in the Regional Qualifying Gym. I know a few MA clubs didn’t send in the scores bc they wanted their athletes to be able to compete all together. (the regional gym is split into age groups.)
