I'm not a judge but I like looking at requirements and routine composition so this is what I came up with: both routines should start from a 10.0 assuming she hits all her connections.
At level 9, if you fulfill all the special requirements and have the right number of elements with the right level of difficulty, you only start from a 9.70. You can make up an extra 0.3 in connection bonus which is for certain combinations of skills of a certain level of difficulty.
BEAM
The special requirements requirements to start from a 9.70 on beam are:
-acro series with 2 flight elements: fulfilled with BHS-BLO
-leap or jump with 180 split: fulfilled with switch leap or sissone
-360* turn on one foot: you didn't mention it but I assume she does this
-Minimum B value dismount: fulfilled with back full dismount
For value parts, she has:
BHS+BLO = B+C
Switch leap+back tuck = C+C
Cat leap+sissone = A+A
RO+back 1/1 dismount = B+B
Full turn (?) = A
That's 3 Cs, 3 Bs, and 3 As.
The requirements are 3 As, 4 Bs, and 1 C - but if you have extra of a higher-valued element, it can count as a lower-valued one. She'll have one C skill count as a B, and she'll be all good to go on value parts.
For connection bonus she'll get:
B+C acro series for the BHS+BLO = +0.1
C+C mixed series for the switch leap+back tuck = +0.2
9.70 start value + 0.3 in connections = 10.0
So she should start from 10.0 on beam.
BARS
The special requirements to start from a 9.70 on bars are:
-Minimum of 2 bar changes: fulfilled with Pak and jump to high bar
-1 flight element, minimum B: fulfilled with Pak
-A second C flight element, or a C pirouette: fulfilled with half pirouette
-Minimum B dismount: fulfilled with double back dismount
For value parts she has:
Kip+cast handstand: A+B
Pak: D
Half pirouette + Toe on to HS: C+C
Kip + squat on: A+A
Giant with blind half turn + front giant with half turn + double back dismount: C + C + C
That's 6Cs (with one D counting as a C), 1 B, and 3 As
The requirements are 3 As, 4 Bs, and 1 C. She'll be covered with some of her Cs counting as Bs.
For connection bonus she'll get:
C+C with turn or flight for the half pirouette+toe on: +0.2
C+C with turn or flight for the giant blind + front giant 1/2: +0.2
9.70 start value + 0.4 in connection bonus = 10.0, since there is a maximum of 0.3 extra in connection bonus.
So she should start from 10.0 on bars.
