In my state the qualifying score for compulsories is 31 AA and 30 for optionals. I think the point is to allow people who might be very good at one event and only OK on the others to have a chance to win an event at state. Additionally, the scoring is typically pretty harsh in my state...you very rarely see greater than a 37.0 AA except at levels 4 and 5. Also, having such a low qualifying score for states means there is a larger pool for regionals!
 
In our state gymnasts need a score of 30 to qualify for sectionals. There are 3 sectionals held before states for level 3-8. At sectionals they need a score of 32 to qualify for states. Level 9 &10 just need to qualify at an invitational. For regionals they need a 34 and be in top 6 with alternates.
