I'm not sure if it has one. Apparently the correct terminology is a "toe-on release with counter movement to high bar." It's considered a "B" skill.

Well that sure makes it sound fancy

Toe on hecht is what FIG judges in Aust call it, colloquially known as a hiccup. The"hecht" is the counter movement -from releasing the low bar leaning back to a fast movement up and forwards to generate swing into the long kip. There are other versions without toe-on (clear hecht - valued as a C) and stalder hecht (also a C)
 
If we translate it in english, here it would be called a feet hands catch!
