What qualifies as an Elite Gym?

New to the site and I am not as knowledgeable as others but what is an Elite gymnast? Level 9-10 or Jr. Nationals/Nationals?

What makes a gym and "Elite Gym"?

Sorry if this is a stupid question.
 
The "elite" level designation is (for the most part) beyond JO levels 9 and 10, so if people are talking about an elite gym they probably mean a gym with an elite program (probably does TOPs and takes girls to Hopes/Elite testing) and/or is a national training center (produced a national team member). But there's no exact standard to it, just a designation people usually use to mean the program has aspirations to produce athletes beyond the Junior Olympic level.
 
As gymdog state, the elite title is given to a gymnast who competes "at the olympic level" either junior or senior---it is someone who is beyond USAG level 10 gymnastics. I hope that helps!
 
Another thing to note: USAG has its own code of points, which is different from the rules used at international-level meets. Elites compete using the FIG rules, which are the international standard.
